Before making any�entries, please read the same through carefully and familiarize yourself with its requirements and the special instructions. �i This office desires to co-operate with you in order that a complete and accurate report may be se- cured, as one of its chief values lies in the means it will afford for comparison with other counties, and hereafter, in comparing your own experience, one year with another. MAGRAW, State Examiner. t GENERAL INSTRUCTIONS After the business for the year has been properly entered.on the books, the books should be closed; that is, the operating accounts for the fiscal year, such as expense, interest, revenue accounts, cancelled warrants, error account, if anyj et cetera, will be closed into Revenue Accumulations account, as explained on page 33 of the pamphlet of instructions here. j' tofore sent you. All ledger accounts should then be ruled up, and balances, if any, brought down. The totals o: many of these accounts will be the figures required to be shown in your annual report. 1. The Revenue-Taxes credited to Revenue Accumulations will be the amount in the general ledger account, "Revenue Taxes," on November 30, after the account has been adjusted by charging or crediting deductions or additions to the tax roll, and crediting the penalty on the delinquent roll. Detailed Instructions for the handling of these tax accounts are given on page 34 of said pamphlet. 2. An extraordinary gain or loss is any unusual transaction or unforseen calamity resulting in a profit or lose. For instance, an extraordinary gain mtgnt accrue through the sale of some asset, such as a piece of county real estate, at considerably more than the book value, the excess being credited to Revenue Accumulations. An extraordinary loss would i' be such as would occur through the destruction of a bridge by flood, an uninsured building by fire, and the like. 3. Do not include transfers in the tables of trust and agency receipts and payments. Transfers are to be reported �i under Nominal Receipts and Payments. IIrIII 4. In the column headed, "Sinking Fund Requirements," (Table X) show the amount that should be In the bond or I� sinking fund to meet the requirements of Section 2912 of the Code. In view of the fact that no provision is made for the investment of the bond or sinking fund, a simple rule for ascertaining this amount is to divide the total amount of the series by the number of years the series is to run and multiply this result by the number of years the series has been out- standing. If the bonds are optional and a portion of them have been redeemed, deduct the amount of the redemptions from the amount ascertained as above. 5. DEPRECIATION RESERVE. An amount should be qredited to this account each year, sufficient to cover the loss sue• tafned by depreciation of assets during the year. For the present, depreciation will be figured on three kinds of assets, namely, bridges, furniture and fixtures, and tools and machinery, as it is believed that the appreciation of real estate values will offset the depreciation on buildings, et cetera. Estimate your depreciation as follows: Steel bridges, 3%; wood bridges, 7 0/,.; tools and machinery, 20%; wooden furniture and fixtures, 7%; steel furniture and fixtures, 2%; office appli- ances, 1M. As bridges and furniture and fixtures are not carried on the books in separate Iclaases, it will be necessary to make a fair average, and the above figures are given as the basis. When the depreciation Is ascertained, debit Revenue Accumulations (Surplus) account, and credit Reserve for Depreciation, by means of a journal entry.
