RD-BR 2015 04-07 ROAD AND BRIDGE REPORT April 7, 2015 Present: Commissioners: Leonard Wortman, Cory Kirsch and Bob Mullen and Road Supervisor, Rory Parsons and George Teeling. Rory Parsons reviewed the road and bridge report with the Commissioners. Montana City Crew The crew has been grading the Warm Springs Creek and Lump Gulch Roads. Parsons has contacted the utility companies for locates around the dig out areas on Holmes Gulch and Warm Springs Creek Roads. The crew will be helping with the milling project on Boulder River Road. Boulder Crew The crew has been grading Boulder River Road in preparation for the milling project. Parsons will send the crew to Basin to broom the sand on those roadways. Parsons has asked the State if he can borrow their equipment to broom the sand in Basin as the county vehicle throws the sand all over. This project will be done as quickly as possible. Whitehall Crew The crew has been grading Cedar Hills Road. This will conclude the grading projects in the south end of the county. Lower Valley Road Project Parsons has completed the draft of the bid document for the project. The county attorney has been consulted regarding the proper verbiage for the prevailing wage paragraph and a few other clauses in the contract. Parsons will advertise for bids next week. Parsons can't predict how much overtime the crew will accumulate for this project but will keep the Commission informed as the project progresses. Millings from Elk Park The millings from Elk Park will be placed on Bernice and Nez Perce Roads. The crew will work approximately two or three days up Bernice. It will take two days to apply a light layer on Nez Perce Road. A heavier layer will be applied at a later date. Fuel Tax Maps Parsons put the fuel tax report in the mail today. He added 1.5 miles of road on Big Limber and some streets and alleys in Basin to the report. Parsons needs road information on Jack Creek to determine how many miles of this road should be included on the report. The Clerk and Recorder's office will search the records for any information they may have on this road. I Williams Bridge Parson will be meeting Thursday with representatives from Gallatin County regarding Williams Bridge. Gallatin County has the ADT information from a traffic counter that was placed on the bridge. The bridge is owned by both counties and will cost approximately 1.8 million dollars to replace. Wortman asked if the bridge is on the state bridge report which would allow the counties to apply for funding assistance to replace the bridge? The county should be able to use the off road bridge system replacement funds. Mullen stated that the county has received a letter from the fire department asking the county to repair or replace this bridge. The weight limit is nine tons. Call Out Parsons received a call out on Sunday. The roadway was icy due to the snow storm. Bridge on Kelly Road in A Whitehall Montana Department of Transportation sent the county a letter regarding a work order they issued on this bridge. The piers are eroding on Little Whitetail Creek on the east side of the Town and the deck may have to be replaced. The Corp. of Engineers will need to be consulted and bridge permits will need to be pursued. Parsons will review this issue and report back to the Commission at a later date. Meeting Parsons has a meeting today with Vigilante Electric up Travis Creek. Northwestern Energy wants to run a new gas line by Lindsay Drilling which may also involve Montana Department of Transportation right of ways. Parsons would like Mullen to set a date to look at Holmes Gulch with Schmaus. Rawhide Road--�-1ij�"3 George -e ling asked the Commission and Parsons to grade Rawhide Road. The roadway has deteriorated from all the heavy equipment that DNC and the Forest Service have hauled up the road in the last few years. Many people use this road for recreation purposes and it is becoming a safety issue. Discussion was held on who owns the road. Parsons stated that the road has problems with drainage and culverts would have to be installed on the road before the county could maintain it properly. Kirsch will take a look at the road since it is heavily used.
