RD-BR 2015 04-28 ROAD AND BRIDGE REPORT April 28,2015 Present: Commissioners: Leonard Wortman, Cory Kirsch and Bob Mullen and Road Supervisor, Rory Parsons. George and Colleen Teeling were also present. Rory Parsons reviewed the road and bridge report with the Commissioners. Montana City Crew The crew has been busy grading and sweeping roadways in the area. The crew may borrow the city's dura patch machine and patch some of the roadways. Boulder Crew Feller has been grading Tomahawk Road. Parsons called for a locate on Pine Street in Basin, which should be done this week. The crew will begin the project next week. Parsons plan is to install a twelve-inch culvert on this street to help with the runoff. The sheriffs department had the car moved that was parked in the roadway. Whitehall Crew The crew has been cleaning culverts and grading Paul Gulch Road. They will start grading Cottonwood Canyon and Little Boulder roads in the next few days. Lower Valley Road Project The bids are due April 29. The bids will be opened next Tuesday morning at the road meeting and awarded at the Commission meeting on either May 7 or 12. Miscellaneous Projects The crew finished the millings in Elk Park. The bridge on Whitetail Creek in Whitehall is more complicated than was previously discussed. The stream is in the flood plain and a permit must be received before work can be done to the bridge. This will require a flood plain study to be conducted by Great West Engineering. The actual repairs are simple, which will take approximately two days to complete. Parsons will need the Commission to decide what they want done on Upper Muskrat Road. Kirsch talked to the County Attorney's office and they are still researching all the information received from the Clerk and Recorder's office. Colleen Teeling had previous discussions with Commissioner Lythgoe and he indicated the county could not touch the road nor afford to do all the repairs needed on the road but the roadway is getting in worse shape and kids are riding dirt bikes on this roadway. Teeling's are concerned that someone will be hurt because the road is heavily used for recreation. The county has no problem grading the road but if culverts need to be replaced we must be sure it is a county roadway. Parsons stated that the county has not graded the road in several years. Teeling's called the Forest Service about the wash outs that are at least two feet deep on their section of the road. Kirsch will let Teeling's know what the attorney's office decides on the status of the road. Parsons and Kip measured the foot bridge in Clancy and reviewed the work that needs to be done on the foot bridge. Parsons called Jeremiah with Great West to discuss ADA requirements. New handrails will definitely need to be installed on the foot bridge. Mullen and Parsons met Joe Schmaus to discuss Holmes Gulch Road. The road needs to be repaired. Mullen suggested that the county review the Supreme Court case regarding this roadway. The previous road supervisor, Joe Carter, indicated it was not a county road. Wortman asked if Lewis and Clark County recognizes it as a county road? The Clerk and Recorder's office will research the records on this road. Discussion was held regarding the sale of some of the twelve inch culverts the county has in inventory. The road department does not use many twelve inch culverts so there is no reason to have that many on hand. Parsons will conduct an inventory of the culverts and report back to the Commission.
