FEDERAL AID SECONDARY ROUTE NO. 281 'NHEREAS, The State Highway Commission of :Montana has designated as secondary and feeder highway the Carcl1N1.l - Boulder road in Jetferson County, approximately 23.3 miles in length, and Imown as Federal Aid Secondary Route Noo 281 , and ViliEREAS, the State Highway Commission has programmed for constru.ction certain secti ons of the above named highway with Federal and State funds. NOW, THEREFffiE, BE IT RESOLVED BY Jefferson County, Montana, acting through its duly qualified Board of County Commissioners. I.. That Jeffer80ft County, under the provisions of Section 1788, Re- vi.sed Codes of Montanas 1935, hereby concurs in the designation of the above named road as secondary or feeder highway, and 2. That Jeffer8CD County, in consideration of the construction of sections of the above named road by the State Highway COmmission hereby agrees to maintain said Federal Aid constructed sections in an adequate manner and to the satisfaction of the State Highway Comnission and the Public R~ads Administration, and 3. That Jet'ferecn County, further agrees that, if for any reason, it is unable to maintain the Federal Aid constructed sections of the above named road to a standard sati sfactory to the Public Roads Administrati on and to the State Highway Commission, the said State Highway Comnd.ssion is thereupon authorized to perform the necessary work to place the road in a satisfactory conditi on by such means as may be at the disposal of the said State Highway Commission, and the state will be reimbursed by the County for any expense it may incur in the performance thereof on the basis of cost plus ten per cent. At the time I was in Boulder on April 3, 1956, it was thought that ten miles ~as the most we could expect to oil with funds available. I therefore requested ten miles be programmed which was done, and approved by the Bureau of Public Roads on July 19, 1956. Today I talked to Mr. Scott Hart, State Highway Engineer, about it and he asked me to re-program it for the full 14 miles, but with the expectation that we may find it necessary to shorten the distance because of lack of funds. I am therefore enclosing approval forms for the full 14 miles. You may date, sign, and return three copies to me. The fourth copy is for your files. Regarding funds and costs. After an addition of fiscal year 1957 funds of $31,944.70, your account now stands at minus $6,431.70. An estimate of the cost of penetration oiling is $9,200 per mile. For 14 miles -- cost $128,000; state funds of $55,384, less county funds of $10,000 equals $45,384 state cost, plus $6,431.70 now in the red, will put you about $51,815.00 in the red. Since Lewis and Clark County might have a project to place under contract this fiscal year, it is not known at this time how much money there will be available for Jefferson County, Anyway we can ?ope.
