RD-BR 2015 07-28 ROAD AND BRIDGE REPORT July 28, 2015 Present: Commissioners: Leonard Wortman and Bob Mullen and Road Supervisor, Rory Parsons. Cory Kirsch is in attendance at the MACO workshop on roads. Rory Parsons reviewed the road and bridge report with the Commissioners. Montana City Crew The crew has been busy cleaning roads in preparation for the chip sealing project. Nineteen loads of sod were hauled off the shoulder of Jackson Creek Road. The crew will be blade patching the shoulders of Jackson Creek and South Hills Roads which have settled considerably They will begin mowing Warm Springs Creek and Wickes Road later in the week. Boulder Crew The crew has started grading Willow Springs Road which will serve as the detour when Dunn Lane Bridge is replaced. Wortman asked if Parsons had determined who owned the fence. Parsons stated that he is concerned about the location of the fence but does not know who owns it. He will discuss this issue with the contractor. The crew will be sweeping Bernice Road in preparation for the chip sealing project. Whitehall Crew The crew has been helping the Boulder crew haul chips and patching roads in the Montana City area. Parsons will have the crew grade Cedar Hills Road later in the week. Chip Sealing Project The chip sealing project is on schedule and should start in the next few days. Parsons plans to finish by Wednesday of next week. Bullock Contracting is unable to provide chips to the department so Parsons is pursuing other vendors. Samples of Gruber's chips has been sent to Billings for testing of negative and positive reactions to the oil. According to Moe, negative chips do not bind correctly with the oil emulsion. The chips are put into a bucket of CRS Oil to see if they bind or repel water correctly. Signs Smith ordered the signs for placement on the Whitetail Road. The signs should be in next week. Dunn Lane Bridge The project will begin August 3. Discussion was held on what the project will entail. Wortman asked Parsons to place a notice in the paper notifying the public of the project and the detour around the bridge. Jackson Creek Drainage Discussion was held on the drainage and safety issues on some sections of this road. The ditches seem to be deeper than they need to be but the contractor has stated that it was necessary to go that deep in order to get under the utilities that are located on the right of way. Parsons may have the crew fill up some portions of the drainage ditch with rock and then put a layer of filter fabric over it. Mullen asked how deep the ditch will be in the portion the crew will work on and Parsons replied that it should be a foot deep instead of the five feet that it currently is now. Tizer Lake Road Parsons is reviewing all the information he received from the Clerk and Recorder. HB 334 MEETING July 29, 2015 Present: Commissioners: Leonard Wortman and Bob Mullen and Melissa Morris, GIS Department and Don Phipps, IT Supervisor, and Bonnie Ramey, Clerk and Recorder. Discussion was held on HB 334 which requires the Clerk and Recorder to electronically store all department and special district meeting minutes at no cost. The minutes will need to be stored in such a manner as to insure accessibility to the public beginning July 1, 2015, which is the effective date of the law. Morris stated that the current process of putting the minutes on the county website is labor intensive. Phipps will do some research on this issue and report back to the group.
