RD-BR 2015 11-17 ROAD AND BRIDGE REPORT November 17, 2015 Present: Commissioners: Leonard Wortman, Cory Kirsch and Bob Mullen, Road Supervisor, Rory Parsons and Bill Lloyd from Great West Engineering. Rory Parsons reviewed the road and bridge report with the Commissioners. Montana City Crew The crew has been busy grading Warm Springs, Forest Park and Blue Sky Heights Roads. They have also touched up some of the bad spots on Forest Park Drive. Boulder Crew Parsons has the crew screening the millings this week. Whitehall Crew The crew has been grading Hanson Lane and the Airport Road. Parsons will look at Robbins Lane today and measure out the distances for placement of the signs. The asphalt pile on Kountz Road will be crushed this winter. Parsons would like to apply the asphalt on Parrot Castle Road next year. Chips Gruber will deliver the chips, which is high quality, to the Mt. City yard this week. Junk Vehicles Megan Bullock will look at the junk vehicles located on the right of way in Finn Gulch. Bullock will tag the vehicle(s) which will give the owner five days to move the vehicle or the road department will haul them to the junk vehicle yard. Engineer/Planner Bill Lloyd from Great West discussed the position of engineer/planner for the county. Lloyd did some research by calling other counties who have an engineer/planner on staff and those who have contracted out this position. The engineer and planner typically have very different jobs. The jobs would crossover on subdivision and growth policies. Many county engineers focus on project management which allows other departments, such as the road supervisor, to focus on roads and less on the big road projects. A few counties have hired permit coordinators, who is the first contact for the public. Those counties then contract out the engineering and planner processes. County opinions seemed to vary regarding contracting versus employing a planner or engineer. Lloyd suggested using Jerry Gerbenc of Great West as a contract planner until a decision could be reached, which will allow the Commission time to research the best option for the county.
