Absent : Planning Board members Ralph Driear , Barbara Purdy, and Jim Harper . Chairman Tom Wing called the meeting to order at 7 : 30 p.m. The minutes for the Board ' s meeting on May 11 , 1987 were approved. MOUNTAIN PARK HOMES -- Preliminary Plat Application Tom Wing announced that he was present as Mr . Lowry' s engineer and would therefore not be serving as a member of the Planning Board for this item of business . On behalf of Jack Lowry, Tom distributed the preliminary plat and related application materials for the proposed subdivision called Mountain Park Homes . The 12-lot subdivision lies approximately one and one- half miles southeast of Helena . Tom identified the proposed access to the subdivision as an extension of Colonial Drive in • Helena ; roads within the subdivision would be constructed with a grade of less than nine percent and would be maintained by the Homeowners ' Association. The terrain of the area was described as timbered with some areas exceeding twenty-five percent slope. To remain consistent with the County Subdivision Regulations and a previous Planning Board decision , Lisa recommended that building be prohibited on slopes greater than twenty-five percent . Disagreeing with her recommendation, Tom expressed his opinion that buildings with appropriate architectural design should be allowed on land with slopes exceeding twenty-five percent . Lisa pointed out that the lots in Mountain Homes Park were much smaller than the lots in the Jefferson Tracts subdivision (where building was prohibited on areas with slope exceeding twenty-five percent ) and therefore might be subject to special consideration by the Planning Board. The Board members decided to hold a public hearing on the proposed subdivision on March 2, 1988 , 7 : 00 p.m. , at the Montana City School . All affected local government units, including the city of Helena , will be notified of the hearing and asked to comment on projected impacts resulting from the development. Tom noted that he had forgotten to bring the review fee of $495 . 00 , but promised to mail it to Becky immediately. The Board members agreed to meet Lisa at 6 : 00 p. m. on March 2 , 1988 , at the Exchange Club in Montana City for a field trip to the proposed subdivision prior to the public hearing. Planning Board Minutes 2 February 9 , 1988 STAFF REPORT -- Subdivision Law Update Lisa reported that she had been attending work sessions of the Environmental Quality Council ( EQC ) as they struggled with formulating a new subdivision law for legislative review. Noting the diversity of interests , she had recommended that the Council include in the draft only those proposals agreeable to all parties involved in the process . She also recommended that a fiscal note be attached to the proposed legislation to provide information on funding for local government planning activities. Tom indicated that he was interested in serving on the EQC committee working on the new subdivision law and agreed to contact the EQC. The Board adjourned at 9: 30 p.m. •
