1988-11-09 MINUTES JEMRSON COUNTLJ PLANNING WARD COURTHOUSE, P.O. tox Ii WULDER, nT 59632 MINUTES November 9, 1988 Present: Ralph Driear, Barbara Purdy, Marylee Norris, Mark Mackin, Gerry Keogh, Lisa Bay and Becky Gilmer. Chairman Ralph Driear called the meeting to order at 7:30 p.m. The minutes of June 8, 1988, were approved as distributed. Old Business • Planning Consultant Lisa Bay reported that the proposed Donaldson Subdivision, which is still of pre-application status, has been split into two minor subdivisions, one of which would lie in Jefferson County and the other in Lewis and Clark County. The proposal is inactive at this time. Administrative Issues The Board approved a personal services agreement with Becky Gilmer for secretarial services. Ralph expressed an interest in obtaining a guideline on procedures related to conducting public hearings. He suggested that the Board invite County Attorney Richard Llewellyn to attend a Planning Board meeting to provide input on the legal aspects of conducting a public hearing. Following discussion, Ralph agreed to contact the County Attorney extending such an invitation. The Board members expressed concern for their future involvement regarding community water supplies for domestic use in subdivision • 1 i planning. Lisa agreed to contact the State Department of Health and Environmental Sciences and inquire about the Board's responsibility in this matter. Another topic of discussion centered on the extensive fire hazards of last summer and evacuation plans in subdivisions. The Board asked Lisa to speak with County Emergency Services Director Jim McCauley for input on subdivision design in relation to fire safety. New Busing Special Planning Projects Lisa asked for the Board's direction concerning her role in the planning issues before the 1989 State Legislature. Following discussion, Mark moved to provide funds up to but not exceeding $2,000 for Lisa's services as a legislative contact in keeping the Board and the County Commissioners informed of significant developments in subdivision legislation. Gerry seconded the motion which passed • unanimously. The Board agreed to schedule the next meeting in January or February and invite the new County Commissioner Dave Anderson to attend.
