2017-02-16 LIBRARY MINUTES Jefferson County Library Board Regular Business Meeting Agenda at Whitehall Library February 16,2017 Orderly public comment is welcomed. Public is advised that County Commissioners may attend the meeting. Regular Business Meeting is generally called to order at 6:30 p.m. Called to Order Meeting called to order at 6:55 II. Agenda Review No changes. III. Public Comment No public comment IV. Previous Meeting Minutes Approval Jodi and Jeannie sent changes via email that need to be made. Danielle moved to approve minute amended as recommended by email. Val seconded. V. Correspondence Whitehall got a postcard that a patron had a very positive experience. VI. Reports Boulder Library Staffing: Staffing has almost returned to normal. Billie Rudolph has returned, but she is expected to miss more time at the end of the month. Legislature: House Bill 261 is still working its way through the legislature. It's on the Senate floor right now for discussion. Jennie Stapp from the State Library was appreciative that the board and Robotics team were represented at the legislative meet and greet. Robotics Team: This year the Robotics team placed 46th. Jodi is going to rethink the structure of the team before the new season because the team didn't seem to have as good a time as in previous years. Jackie supported the library taking a more hands-on approach. Jodi said she was thinking about having Billie Rudolph, Anne, and herself as coaches next year. Bingo Book Club: The Bingo Book Club is going really well and they are having a lot of fun. EBSCO Databases: Jodi sent the passwords to the teachers and librarians at the schools. The schools had been using the state's static IP website,but the state finally killed it about a month ago, so the schools are now using the databases purchased by the Board. Victoria Foster called Jodi to let her know MasterFile wasn't working. She had previously been using MasterFile Elite, which was approximately $3,300 more than what the Board had purchased. Mrs. Foster asked Jodi to contact the superintendent to talk to him about the possibility of the schools getting together to purchase MasterFile Elite. Jackie said it would be worth paying for the elite package as long as it's something the libraries can use. Jodi is going to talk to the schools. Boulder Friends of the Library March Event: Ellen Baumler is coming to the Boulder Library in March to talk about a profile of African Americans in Montana history. Whitehall Library Summer Reading Program: Almost done planning for summer reading program. She is making one more confirmation of a speaker. Computer Classes: People are excited about the computer classes Jeannie is doing. They are adding more classes with great attendance. Erin in Exile: Jeannie is confirming last speaker for the exhibit. Conferences: Jeannie is going to the Broadvalley Federation meeting and the MLA conference. Staffing: One of the staff members got notified she has to use or lose 125 hours of vacation. She was given permission to use the vacation from the first of January through the first of June. Cardwell: Jeannie has another month of library classes in Cardwell. The last meeting is in April. Writer's Group: The writer's group has been meeting every week and having a good time. Locks: Jeannie hasn't got the locks changed yet. The city has said they will change the lock for just the cost of the lock itself. Whitehall Friends of the Library Receptions: The Whitehall Friends is going to host receptions for the Erin's Exile exhibit and the World War I in America exhibit. New Members: The Friends just had a board meeting. They have three new potential board members. They are going to write a board member job description for the Friends. VII. Old Business Housekeeping No updates. Upcoming Events/Seminars/Library Programs Offline: Jodi went to Offline. During the conference,they learned that some of the libraries in the eastern part of the state, who have limited access to internet service providers, have had their internet shut down. This has been happening when patrons download something illegally. The first time it happens, they get a warning. However, the warning is as a pop-up while the patron is using it and the librarians don't know about it. Jackie said six months ago there was a court case that allowed movie companies to sue internet providers when movies are illegally downloaded, so now the internet companies are doing this to prevent lawsuits. Jodi said she talked to Scott with the county. He said it hasn't happened in Boulder yet, but it could. Other topics at Offline included using Siri vs. going to the library for research, password storage, and how to get statistics from each PC without purchasing envisionware. Broadvalley Federation: The Broadvalley Federation will meet in Butte on March 10- 11. They need a board member to attend or sign a proxy form. Jackie would like to go to both days, but she can't. Val suggested signing the proxy just in case, but she may still be able to go. Shared Catalog: The Shared Catalog meets in May in Helena. MLA: Jodi is going to MLA in April. She is transferring money from maintenance to continuing education. Jeannie also is going to MLA. VIII. Financial and Budget Librarian Reports on Financial Status of Each Library. Boulder Library: Jodi is transferring money from maintenance to continuing education. Review of Library Board and Administration Financials Whitehall Library:Val noted that on the expenditure budget vs. actual inquiry, under small items for Whitehall Library it shows a-$3,400. She asked Jeannie if she needs to do a budget transfer. Jeannie said it was for the computers she got from the grant, and she thought she did what Bonnie had told her to,but she will ask. Jackie said she thinks Jeannie needs to do a budget transfer but to confirm with Bonnie. Boulder Library: The Boulder Library is high on subscriptions. Jodi said those are paid at weird times of the year.They are also high on professional services.Jodi said that is okay because the only things left to pay out of that category are for the newspapers and similar items. Board Budget:Val asked if anyone knows why Comprehensive Liability is in the negative. The premium had just been paid,but it was more expensive than budgeted. Val is going to find out how to get an auditor to the libraries. IX. New Business No new business. X. Financial/Bills Danielle moved to pay the bills. Val seconded. XI.
