2017-04-12 MINUTES DISTRICT 1 Regular Monthly Meeting of the Jefferson County Mosquito District#1 April 12,2017 Mosquito Board Meeting—Present: Barb Scott,Suzy Combs and Jill Allen. Absent:Commissioner Cory Kirsch. The meeting was called to order at 4:15 pm at the Central Shop Building. Minutes:Combs moved to accept March 2,2017 minutes as written with clarification that JHS,Inc is not yet secured with an approved motion from the Board (per Scott) but Allen has confirmed that we are on his calendar to do aerial larviciding work. Scott seconded.Motion passed. Budget and claims: Cash on hand: $33,267.00 4 $18,767.33. Allen presented an overview of the budget/claims since the August meeting. Combs moved to approve the budget expenditures and pay the claims.Scott seconded the motion. Motion passed. Coordinator Report: • Spring Training--May 24,2017 in Great Falls • Update on education material—door hangers,etc. • Insecticide ordered---$16250/2.5 gallon container • Barrier insecticide—have product left from last year Board Member Report: • Scott expressed concern about public awareness and insecticides causing cancer. o Allen expressed that there is a fine line for the Board to enter in to conversations with the public in regards to health concerns— it is best to provide technical information data sheets on insecticides that are being used, refer them to DPHHS or encourage them to educate themselves. • Combs inquired about seasonal fogger hiring-- Allen has hired Megan Graff. Old Business: • UN—Three sealed bids were received. Opening of the bids took place and the winning bid for the purchase of the UN was$5302. Allen will contact the winning bidder and make arrangements for transfer of the UN. Expenses to advertise for the unit was estimated at$212. • Allen has researched a used lease return UT/and the price is$12,500. • Keith(shop manager)continues to repair and maintain fogging trucks to keep them running. • Aerial larviciding: JHS Inc. (John Semple) submitted pricing for aerial larviciding at$38.50/acre and larval survey work $395/day. Scott inquired about adhering to county bid process. Allen shared that to her knowledge there isn't any other aerial applicators that provide the service of aerial granular application. Allen expressed her willingness to go out for bid if the board members can provide names of businesses that provide the same service. The county bidders list does not have any similar businesses. Scott moved to hire JHS, Inc.to do larval surveying and aerial larviciding for the 2017 season. • Seasonal Fogger: Allen has hired Megan Graff. Both Allen and Graff will attending the crew training in Great Falls. New Business: None Combs moved to adjourn the meeting. Scott seconded. Motion passed. Meeting adjourned 4:55 pm.
