RD-BR 2019 01-29 ROAD AND BRIDGE REPORT January 29, 2019 Present: Commissioners: Leonard Wortman, Cory Kirsch, and Bob Mullen, Road Supervisor, Rory Parsons Rory Parsons reviewed the road and bridge report with the Commissioners Road Crews The Montana City crew is busy snow plowing and dealing with snowdrifts caused by the winds. Two (2) of the crew members from Montana City will be helping with the River Channel project. The Boulder crew has been busy snow plowing and dealing with the snowdrifts. Today they are winging. On Wednesday,the Boulder crew plans on doing snow removal up Basin Creek and at the Courthouse. The Whitehall crew is cutting brush and will be helping the Boulder crew with snow removal. Equipment Rory stated that he hopes to move the truck with the snow wing up to Elk Park for the rest of the season. The other used wing is sitting in the yard, and he is hoping to have it installed on a truck next year. A mounting plate will need to be purchased to complete that project. Highway 282 Meeting Sean Z.attended the Highway 282 meeting. Lewis and Clark did an estimate cost for the 4 areas(City of East Helena, City of Helena, Lewis and Clark Co., and Jefferson Co.)that will be involved in the double shot chip seal project. Jefferson County's cost would be$29,997 for 4,392 feet of road. Rory feels this number may be inaccurate. The inaccuracy is based upon where the county line actually is. Rory was going to find out exactly where the county line is and measure from there. If there seems to be some discrepancies,the county may request to have a survey done. If the above figure is correct,the Commissions may request that the BARSAA funds be used. River Channel Project The project is expected to start Wednesday. Rory plans to have his employees work on the project during the warmest part of the day. He will have them work on the site until at least 5 p.m., so there may be some overtime accrued. Rory estimates it will take 5 working days to complete the project. High Ore Snow Plow issue Rory stated there have been issues with a resident of Comet. He will plow his drive and put the snow in the middle of the county road. This week the road department plowed the county road. Rory had one of his employees go back up later that day, and the resident had plowed the snow in his driveway back into the middle of the county road. Rory will talk to Sheriff's department to have a deputy go have a conversation with the resident. Weight Restriction Resolution The draft resolution has been given to Steve Haddon. The final copy will be signed this afternoon in the Commission meeting. Park Lake Road The Forest Service would like the Road department to repair Park Lake road with supplied materials. There is a 3 mile stretch of the road that needs repair and it has steep grade. The road becomes washboard due to high volume of traffic and it would need to be graded 3-4 times a year. The Forest Service would provide the supplies and they would like the Jefferson County Road department to do the work. At this time,the Road department does not want to take on the project. School Bus Routes There was a discussion if the Road department plowed all school bus routes(private/subdivision and County)or only those on county roads. Rory stated they only plow the county roads. Discussion came about because the Commissioners are working on RMDs and they want consistency on the issue.
