RD-BR 2019 03-12 ROAD AND BRIDGE REPORT March 12,2019 Present: Commissioners: Leonard Wortman, Cory Kirsch and Bob Mullen, Road Supervisor, Rory Parsons, Solid Waste Manager, Brian Hohn, County Planner, LaDana Hintz and Colleen Teeling. Rory Parsons reviewed the road and bridge report with the Commissioners. Minutes Kirsch moved to approve the Treasurer minutes of January 15, 2019. Mullen seconded the motion which passed unanimously. Mullen moved to approve the Safety minutes of January 15, 2019. Kirsch seconded the motion which passed unanimously. Montana City Crew The crew has been busy with winter maintenance and blading snow pack. They will work on Lump Gulch and Forest Park roadways this week. Boulder Crew The crew has been busy with winter maintenance, winging snow and hauling snow. They will work on High Ore, Elkhorn,Bernice and Elk Park roadways this week. Parsons has been unable to grade the roads in Elk Park over the last couple weeks because the temperatures have been below zero every day and he can't start the grader. The crew spent a day in Basin last week grading Quartz Street and moving snow. Whitehall Crew The crew has been busy with winter maintenance. Upper Valley Road and Milligan Canyon Road have water issues. Parsons is trying to keep the ice broken up so the water can run through the culvert or ditch. Spring thaws are coming and we may have flooding in some areas. Parsons has plenty of sand bags and will put a few loader buckets of sand out for people whom need sandbags. He may place a pallet of sandbags at Montana City Solid Waste site for the public. River Channel Project The crew will be out there today removing snow and breaking up the ice. Bullock will bring in his 400 Excavator to rip the ground for a new channel. The crew will then put a dyke across and rip rap the new channel. State Road Oil Bids Parsons received information on the cost of oil for chip seal projects. The price has increased twenty percent. Gas Tax Maps Parsons received the new maps. The county has 870 miles of gas tax roads. Sentinel Ridge will need to be added to the map. NWE Bill A grader hit a transformer last week. Northwestern Energy was called and they came out to fix the transformer. They billed the county$3900.00 but Parsons talked with them and they reduced the bill to $2400.00. Road Standards Hintz received a quote from Great West Engineering to update the county road standards. The updated road standards will be included in the subdivision regulations. The Commission asked Hintz to put this on the agenda for March 26. Bridge Report Parsons reviewed the bridge report and noted that some of the bridges did not have recommended tonnage limits. Muskrat Lane Teeling asked if the county could wing back the snow on Muskrat Lane. It is hard to pass another vehicle in some places. Parsons stated that it would be at least a week before they could get to the road. Great West's scope of services,schedule of fees,and schedule for completion of these services("Services")are as follows: See Exhibit B-Scope of Services As compensation for these Services, Client shall pay Great West an estimated total amount not to exceed $6,400 as determined by the Consultant Agreement. This amount cannot be exceeded without Client's written approval. JEFFERSON COUNTY William B.Lloyd, Authorized Name, Title President Date EXHIBIT B -SCOPE OF SERVICES TASK ORDER NO. 16 COUNTY ROAD STANDARDS UPDATE JEFFERSON COUNTY ENGINEERING SERVICES ON-CALL GENERAL This project consists of updating the Jefferson County Road Standards. Work completed under this project includes: • Great West will utilize applicable current information from the existing County Road Standards (2011) and County Subdivision Regulations to develop new County Road Standards. Professional experience will be utilized to review existing documents for incorporation of standard industry practice guidelines. They will include design criteria, road section requirements, generalized discussions of drainage/ancillary features, and depict the Jefferson County Typical Road Sections. An additional section will be added that defines the process for when subbase should be incorporated into the road section. This process is anticipated to include excavation of test pits and soil classification to determine whether subbase may be removed from the typical section. As an appendix to the Road Standards, Great West will produce a permit application form (fillable PDF form)for the County's use in reviewing and authorizing proposed encroachments into the County's Road Rights-Of- Way. The road standards will be produced in Microsoft Word, with appropriate PDF attachments (road sections). • Necessary coordination with applicable County departments will occur throughout the project. • An in-person meeting with the County will occur to discuss the draft document submittal. • Final changes to the document will occur, based on received comments from the County. • Three hardcopies and one digital PDF copy of the Jefferson County Road Standards will be provided to the County for their use. Exclusions: • Bridge standards are currently a standalone document and are not included in this scope of services. COMPENSATION As compensation for the scope of services outlined in the Task Order, Jefferson County will pay Great West Engineering, Inc. an amount not to exceed six thousand, four hundred dollars and no cents ($6.400.00).
