RD-BR 2019 07-23 ROAD AND BRIDGE REPORT July 23,2019 • Present: Commissioners: Leonard Wortman, Cory Kirsch and Bob Mullen, and Road Supervisor, Rory Parsons. Rory Parsons reviewed the road and bridge report with the Commissioners. Minutes Mullen moved to approve the Road and Bridge and Superintendent of Schools minutes of July 2 and the Road and Bridge minutes of July 16. Kirsch seconded the motion, which passed unanimously. Montana City Crew An encroachment permit submitted by Wade Wilkison on South Hills Road was approved and signed. The road crew is mowing Corbin and Wickes roadways this week. They will patch the roadways on Thursday. Dust oil has been placed on the roadways in the north end and Boulder area. Boulder Crew The crew patched the hole on Quartz Street in Basin and dug out the tree stumps on Basin Creek Road and filled in the holes. The crew had to clean culverts in Elk Park. A beaver moved into one culvert and created a dam. Parsons had the crew get new tires for the chip roller. The tires were filled with foam. Signs have been placed on Sloan's Lane. There is limited site visibility in some areas so the speed limit was reduced. The courthouse parking lot will be broomed on Thursday. Mullen asked if they needed to have Facilities budget chip seal and oil for the parking lot? Whitehall Crew The crew had to dig out and patch a portion of the road on Yellowstone Trail. The crew is putting dust oil on the roadways this week. Wortman stated that the bog hole on Sheep Camp Road which the crew fixed last year is getting bad again. Road signs are also needed on this roadway. Training Parsons has implemented a program that will provide equipment training for each season. On Monday the crew received training on the chipper and how to back into the truck. In the fall the crew will receive training on,the snow plow and wings. Ash Grove Road Relocate An attorney representing Ash Grove called Parsons today. They plan to petition for abandonment of a portion of Jackson Creek Road and then building a new roadway. The attorney thought it would take about two years before they would complete everything. Pinecrest Ayers called regarding signs that are being put up on the roadway. Kirsch was told that Cromrich is putting up the signs. Parsons will go look at the signs. Mullen stated that we need to stop anyone from putting up signs on county roads. That should not be happening. Tractor Wortman stated that the tractor will work for the arena at the fairgrounds. This should help the rodeo club keep the arena in good shape. Ryan and Cassidy will be in charge of using the tractor. Chip Seal Projects .Parsons plans to chip seal approximately seven miles of roadways in Whitehall,nothing in the Clancy-Montana City area and two small sections of roadways in Basin and Boulder. The majority of the chip sealing will be done in the Whitehall area. Bridges The Hot Springs Bridge design is being worked on by Great West. The county should budget for this project. Parsons would like to work on the Boulder Cutoff Bridge next.
